CALL TO ORDER: The Freeburg Regular Board Meeting was called to order at 7:30 p.m., on Tuesday, 09/06/05, in the Freeburg Municipal Center by Mayor Raymond Danford.

 

PLEDGE OF ALLEGIANCE: The Board members and those present recited the Pledge of Allegiance.

 

ROLL CALL: The Following Board Members were Present Trustee Rita Baker - here; Trustee Kevin Groth -here; Trustee Mary Krieg - here; Trustee Tony Miller - here; Trustee Charlie Mattern - absent; Trustee Tracy Coughlin - here; Mayor Raymond Danford – here; Mayor announced there is a quorum.

 

MINUTES OF PREVIOUS MEETING: Motion made by Trustee Baker and seconded by Trustee Coughlin approving the minutes 08/15/05. All voted aye:  Motion Carried. (5 ayes; 0 nay; 1 absent).

 

FINANCE COMMITTEE MEETING:

Wednesday, August 31, 2005 at 6:00 p.m.

 

Claims:  Motion made by Trustee Krieg and seconded by Trustee Coughlin to approve payment of the claims in the amount of $119,582.64.  Roll Call: Trustee Rita Baker – aye; Trustee Charlie Mattern - absent; Trustee Mary Krieg - aye; Trustee Tony Miller - aye; Trustee Kevin Groth- aye; Trustee Tracy Coughlin - aye; Motion Carried. 2004 Audit:  2004 Audit should be completed by C.J.Schlosser by next month.

 

Police Air Conditioner:  The Police Department Air Conditioner has been replaced.

 

Web Page:  The Freeburg Chamber would like to share the web page with the Village of Freeburg.

 

Barber Murphy Realtors:  The Board felt they should not renew the contract in September with Barber Murphy Realtors selling the Industrial Lots.

 

TREASURER REPORT:  Motion made by Trustee Baker and seconded by Trustee Coughlin approving the Treasurer’s report (03/31/05). All voted aye:  Motion Carried. (5 ayes; 0 nay; 1 absent).

 

ATTORNEY’S REPORT:

Attorney Greg Nold reporting:

 

SAVE Annexation:  The Annexation project will be ready for the next board meeting.

 

Thompson Fence Issue:  The Thompson Fence will be moved off the Villages easement.

 

ESDA REPORT:

Eugene Kramer Reported:  

Department of Homeland Security, FEMA section, has declared Sept. 2005 as National Preparedness Month. 

The Region IV-B Emergency Medical Disaster Committee will be meeting at Memorial Hospital in Belleville on Sept. 8, 2005.

Trustee Baker motioned to give permission to conduct a fundraiser for the Hurricane Katrina victims with the date and time to be announced to the Mayor and Public Safety chairman after the local ESDA meeting on Sept. 8 and Trustee Coughlin seconded the motion.  Motion carried...

Advised Village Board that the Freeburg ESDA meets yearly with all of the emergency service department leaders of Police, Fire, and Public Works to update the Village ESDA emergency operations plan.

 

PUBLIC PARTICIPATION:  IDOT Jurisdictional Transfer Agreement discussion was held with Mr. Dale Helms and Mr. Wilber Smith

 

REPORTS AND CORRESPONDENCES:  Thanks you notes from Alpha M. Bush’ Family for flowers and from the Blair House for cutting down a dying tree.

Held August 17, 2005, 4:30 p.m.

 

Brown’s meter:  The water meter has been installed on the new easement previously approved by the board.

 

Commercial Sprinkler Systems:  Chief Lee Smith presented a possible sprinkler system and other safety issues for Commercial buildings.

 

Sewer Charges credit:  Mike and Jenny Crowe and Stacy Williams were inquiring a credit for their sewer charges due to water leakage.  Both parties were denied.

Wednesday, August 17, 2005 6:00 p.m.

 

Dickerson:   A possible solution providing the Dickerson access via an existing platted alley on the East side of the Village’s property was discussed.  Tabled for further review.

 

Freeburg Sportsman’s Club:  The Sportsman’s club requested their road to be oiled and chipped this fall.  P.W.D. Dintlemann explained this is on the MFT schedule.

 

Mosquitoes:  Assistant P.W.D. Tolan explained due to high cost of mosquito spray, after the homecoming, he will cut back on the spraying.

 

COMMITTEE AS A WHOLE MEETING

Mayor Ray Danford Reporting

August 29, 2005 at 6:00 p.m.

 

Impact Fees/Tap-on Fees:  Proposed Impact fee of $1,500 per unit and charge the developer when submitting the final plat and if existing parcel, charge fee to whoever is getting the building permit.  The Plan Commission’s recommendation was discussed.

 

Proposed electric tap-on fee increase from $50.00 to 150.00 and is for the Plan Commission  to recommend.

 

IDOT-Maintenance of Access Road:  The Board already voted on earlier this meeting.

Trustee Kevin Groth Reporting

August 30, 2005 at 8:00 p.m.

 

Dambacher's Trucking:  Mr. Dambacher reported on set up on the West Potter Street.  He explained his property was acquired in the past and what was grandfather.  He felt he filled all requirements with the EPA and the Corps of Engineers.  Discussion was held on the east end of his property. The Village attorney will review the options before any action is taken.

 

Thompson Fence Issue:  The Thompson Fence will be moved off the Villages easement.
