CALL TO ORDER:  Mayor Raymond Danford called the Regular Board Meeting to order at 7:30 p.m., on Monday, May 1, 2006, in the Freeburg Municipal Center Board Room.

PLEDGE OF ALLEGIANCE:  Those present and Board Members recited the Pledge of Allegiance.

MINUTES OF PREVIOUS MEETING.  Trustee Mary Krieg motioned to approve the minutes of Monday, April 17, 2006, as presented and Trustee Rita Baker seconded the motion.  (6 ayes, 0 nays, 0 absent)  All voting aye, motion carried. 

FINANCE:  Trustee Mary Krieg reported on the Finance Committee Meeting held Wednesday, April 29, 2006, at 6:00 p.m.  

 

            Trustee Mary Krieg motioned to pay the bills in the amount of $47,724.57 and Trustee Corby Valentine seconded the motion.  ROLL CALL:    Trustee Mary Krieg – aye; Trustee Corby Valentine – aye; Trustee Rita Baker – aye; Trustee Charlie Mattern – aye; Trustee Kevin Groth – aye; and, Trustee Tony Miller – aye.  (6 ayes, 0 nays, 0 absent)  Motion carried.

            There was nothing to report on the Village investments.

            Trustee Mary Krieg motioned to approve a 4% salary increase for Chief Mel Woodruff, Administrator Dennis Herzing, Administrative Assistant Billie Louthan and Assistant Public Works Director John Tolan and Trustee Corby Valentine seconded the motion.  ROLL CALL:  Trustee Mary Krieg – aye; Trustee Corby Valentine – aye; Trustee Tony Miller – no; Trustee Rita Baker – aye; Trustee Charlie Mattern – aye; and, Trustee Kevin Groth – no.  (4 ayes, 2 nays, 0 absent)  Motion carried.  Trustee Tony Miller questioned the method of how raises were given.  Trustee Krieg explained the Village has always done this the same way.  Nothing has changed.  The employees got 3.75% increase and supervisors receive 4% increase.

 

            Trustee Mary Krieg motioned to approve a 3.75% salary increase based on current salary for Mrs. Laura McGarry (Police Department) and Mrs. Barb Kaesberg (Administration Department) and Trustee Kevin Groth seconded the motion.  ROLL CALL:  Trustee Mary Krieg – aye; Trustee Kevin Groth – aye; Trustee Rita Baker – aye; Trustee Tony Miller – aye; Trustee Corby Valentine – aye; and Trustee Charlie Mattern – aye.  (6 ayes, 0 nays, 0 absent)  Motion carried.

 

            Trustee Mary Krieg reported on the stipends for the general and spraying licenses.  Trustee Miller and Trustee Mattern discussed the stipends presented.  Trustee Mattern felt the Operator In Charge – Water License amount is different than what was discussed.  Trustee Mattern was wanting to know why it was different.  Trustee Valentine reported the figures are the same that was presented at the Committee Meeting.  Trustee Mattern thought the Operator In Charge – Water was to be $2,000.00.  Trustee Baker reported they did not see any other total.  Public Works Director Dintelmann talked with Trustee Mattern about the stipends.  Administrator Herzing and Public Works Director Dintelmann reported they met and discussed the stipends and made a change on the Operator In Charge – Water to $1,000.00.  Then the list of employee stipends was prepared for submission.  Trustee Krieg reported the Committee deals with what we have now and not project in the future.  We deal with what it is at hand.  You can always vote on it later.

TREASURER’S REPORT:  Treasurer Bryan Vogel  had nothing to report.

ATTORNEY’S REPORT:  Attorney Frederick Keck had nothing to report.

ESDA REPORT:  Nothing to report.

PUBLIC PARTICIPATION:   Mr. Neill Munie, 8 Old Fayetteville Road, Saxony Lane ditch.  Mr. Munie explained the ditch is really, really deep.  The ditch is almost five feet deep.  Public Works Director Ron Dintelmann explained the reason for the deep ditch.  Woodsview Drive has a problem with drainage and that ditch was dug keep to handle the runoff.

            Mr. Wayne Forcade wanted to know about the new animal control guy.  He has some raccoons that need to be removed.

            Mr. Paul Anderson asked about the IMRF Audit.  Mayor Danford reported the Village received a letter from IMRF and they gave us a clean bill of health.  Trustee Groth everything good for everything sent to IMRF.  Trustee Miller requested all information sent.

            Ms. Janet Baechle asked if the Village collected the college funds from the previous administrator?  Administrator stated yes.

REPORTS AND CORRESPONDENCE: 

            Trustee Rita Baker motioned to allow Blair House the use of  the Village Park for their graduation to be held on Friday, May 26, 2006 and Trustee Mary Krieg seconded the motion.  All voting aye, motion carried.

RESOLUTIONS:

Resolution No. 06-20  A Resolution Approving Specific Salaries For Full-Time And Part-time Employees Of The Village Of Freeburg (Supervisors/Electric Department/Clerks) No. 06-20.  Trustee Mary Krieg motioned to  to approve Resolution No. 06-21 by title only and Trustee Rita Baker seconded the motion.  ROLL CALL:   Trustee Mary Krieg – aye;  Trustee Rita Baker – aye; Trustee Corby Valentine – aye; Trustee  Charlie Mattern – aye; Trustee Kevin Groth – aye, and, Trustee Tony Miller – aye.  (6 ayes, 0 nays, 0 absent)  Motion carried.  Trustee Miller stated he did not think the pay raises are right for some.  Everybody deserves their own.

             Trustee Mattern voted yes because of the recommendation of Village Attorney Wigginton stating to appoint Ms. Louthan to the Village Clerk position in absence of a Village Clerk.

            Trustee Groth thought the Village was going to consider engineer/zoning administrator position.  Mayor Danford commented  he thought that was understood.

Public Works Committee Meeting:  Trustee Charlie Mattern reported on the Public Works Committee Meeting held Wednesday, April 19, 2006, at 5:30 p.m.

 

            Trustee Mattern reported on the radio reads being installed; water line project being done by Ehret;   discussed new process for sending late notices and was sent to Electric Committee for review; and, discussed waiver for Mr. Michael Neff’s sewer bill - Trustee Kevin Groth motioned to credit Mr. Michael Neff’s sewer bill based upon a 12-month average and Trustee Tony Miller seconded the motion.  ROLL CALL:  Trustee Kevin Groth – aye; Trustee Tony Miller – aye; Trustee Charlie Mattern – aye; Trustee Corby Valentine – aye; Trustee Mary Krieg – aye; and, Trustee Rita Baker – aye.  (6 ayes, 0 nays, 0 absent)  All voting aye, motion carried.

 

Public Property Committee Meeting:  Trustee Tony Miller reported on the Public Property Committee Meeting held Wednesday, April 19, 2006, at 6:30 p.m.

 

            The Public Property Committee discussed the following items.

 

1.                  Curb and gutter at 104 Willow Drive.  Letter sent and Administrator Herzing and Public Works Director Dintelmann are to get the facts and report back to the Committee.  The Village may pay for the materials. 

2.                  Citizens asked about a sign at Monroe and Temple Streets.  Sent to Police Committee. 

3.                  Talked about Industrial Park grass cutting. 

4.                  Trustee Tony Miller motioned to hire summer help Jonas Shook, Dan Schraeder, and Kyle Knake and Trustee Rita Baker seconded the motion.  ROLL CALL:  Trustee Tony Miller – aye; Trustee Rita Baker – aye; Trustee Corby Valentine – aye; Trustee Charlie Mattern – aye; Trustee Kevin Groth – aye; and, Trustee Mary Krieg – aye.  (6 ayes, 0 nays, 0 absent)  All voting aye, motion carried.

            Trustee Miller asked why and Trustee Baker explained the job description is being redone.

Trustee Kevin Groth:    When discussing the job description, I would hope you would consider a comptroller.  When I voted no, it was for procedural reasons.  The person is doing a good job.

Mayor Ray Danford:  I want to thank everybody who is working for the Village.   Everyone is working from the bottom of their hearts and I thank the department heads for their cooperation for the past year.  We have had very long hours.  I thank all the trustees for their diligence in working the hours they have had to work.

            Mr. Paul Anderson requested the North Main Street light be checked.  It is too short.  Mr. Anderson wanted to discuss the swimming pool renovation.  It was reported no decisions have been made.  The Village is only gathering facts.

Freeburg Elementary School Thank You Note:  The school sent a Thank You Note for the donation of  the one-day swimming pool passes for their “Miss School . . . Miss Out” Program.

 

American Legion Post #550 Request:      The American Legion Post #550 requested the use of the Village Park.  Trustee Rita Baker motioned to allow the Village Park be used for the Memorial Day Services on Monday, May 29, 2006 and Trustee Corby Valentine seconded the motion.  All voting aye, motion carried.

            Trustee Groth reported the Village may possibly be going into negotiations with property owners outside the Village to annex.  Received from the State Fire Marshall’s office information about fireworks.  Derelict buildings was discussed.  Discussed the attorney appointment.

 

Committee As A Whole Meeting:  Mayor Ray Danford reported on the Committee As A Whole Meeting held Monday, May 8, 2006, 6:00 p.m.

 

            Mayor Danford reported the Committee discussed the 2006-2007 Budget which was passed tonight.  Discussed how to allocate salary for Engineer/Zoning Administrator.  Discussed commercial impact fees.  It was tabled.  The Committee had an Executive Session.

 

Electric Committee Meeting:  Trustee Corby Valentine reported on the Electric Committee Meeting held Tuesday, May 9, 2006, 4:00 p.m.

 

            Discussion was held about fencing around the new Power Plant.  Have one bid and getting another and will report back to the committee.

 

            PWD Dintelmann gave a progress report on the new Power Plant.

 

            PWD Dintelmann reported wire stolen from the Village and J. F. Electric.

 

            The Village does not have an inspector for the new Power Plant. HMG is a sister company of BHMG and they have a gentleman that travels through Freeburg that does inspections.  We could have him stop by and inspect the site as PWD Dintelmann deems necessary.

SWIMMING POOL:

 

            Trustee Miller reported swimming lessons will take place this year - $45.00 for in-town and $50.00 out-of-town.  Ten-day passes are $35.00.  Umbrellas, chairs are in and bleachers moved to the pool area.  Hours 12 Noon – 8:00 p.m.  Admission lowered at 6:00 p.m..
