MAYOR ALLEN WATTERS: Thanked the Police, Fire Departments and all others on the hard work they did while he was Mayor.
TRUSTEE RITA BAKER: Has enjoyed the last two years with working on the Village Board. Trustee Krieg stated this was a learning experience and thanked Trustee Janssen, Trustee Gaby, and Mayor Watters for their assistant.
TRUSTEE TOM GABY: Enjoyed his 20 years on the board and gave the new board best wishes.
TRUSTEE PAUL JANSSEN: Good Luck to the new Board.
TRUSTEE MARY KRIEG: Has enjoyed the last two years with working on the Village Board. Trustee Krieg stated this was a learning experience and thanked Trustee Janssen, Trustee Gaby, and Mayor Watters for their assistant.

PARTICIPATION:
Mrs. Sue Moritz wanted to know if the Village was going to do anything about Dambacher? Mrs. Moritz was advised Dambacher would be discussed at the next Annexation/Building/Zoning Committee Meeting to be held Wednesday, May 25, 2005, at 6:00 p.m.
Ms. Sherry Heiligenstein wanted to make the Village aware of Mr. Joe Koppeis’ practices in Sparta. The Village should keep an audit to make sure Mr. Koppeis is spending the contract monies correctly.
Ms. Janet Baechle wanted to know if the Board was going to do something about the dangerous building is the Village? Attorney Nold reported our ordinances cannot enforce such a practice. The Village is getting some response on the G & S Foundry. The Village is trying to get a handle on those situations and the Police Department is doing a good job with high weeds, et cetera.
Trustee Kevin Groth stated the Annexation/Building/Annexation Committee will be looking into to those issues.

The Locklar-Smith American Legion Post No. 550 requested using the Village streets and Village Park for Memorial Day services. Trustee Tracy Coughlin motioned to approve the request from Locklar-Smith American Legion Post No. 550 for Memorial Day Services May 30, 2005, and Trustee Rita Baker seconded the motion. Discussion was held in regards to the two (3) CAT Diesel Generators from Altorfer, Incorporated, the Village is going to purchase for the North Substation Power Plant. Trustee Tracy Coughlin motioned to purchase two (2) CAT Diesel Generators for a cost of $712,438.00 and $62,222.00 for two (2) Radiators for the North Substation Power Plant and Trustee Mary Krieg seconded the motion. The meeting was held to assign Village Standing Committees and those Trustees serving on the Standing Committees.
Officer Paul Omelson will serve as Ad Hoc on the Legal and Ordinance Committee (Annexation/Building/Zoning/Subdivision Committee).
Parks and Recreation Committee: Chairperson Rita Baker reported on the meeting held Tuesday, May 3, 2005.
Trustee Baker reported the following: Pool sidewalk was denied; the Swim Team practices were set; the Village will bill the Swim Team for lifeguards; Swim Team backstroke flagpole will be installed; and, the pool season schedule was set.
Trustee Miller reported on the swimsuits for lifeguards at the pool.
Trustee Miller reported on the following: 2005 MFT was reviewed; Helfrich request for ramps along certain Village streets; Draco Drive drainage problem; railroad crossing gates; Kristie Lynn drainage; and mosquito spraying schedule.

Trustee Mattern reported on the following: Larry and Doris Brown request for their water line to be moved; the water line along the highway improvement; water line at Market Place; sewer line at Market Place; the tree that fell on the fence at the East Wastewater Plant; and, the safety of the Village’s water supply and other antiterrorism projects the Village is to take.
Trustee Charles Mattern motioned to credit the sewer costs on Mr. Donald Gass’ utility bill and Trustee Kevin Groth seconded the motion. TO ORDER:
The Freeburg Committee as a Whole Meeting was called to order at 8:30 p.m. on
Thursday, 05/31/05, in the Freeburg Municipal Center by Acting Mayor Mary Krieg.
The Following Board Members were Present Trustee Rita Baker - here; Trustee Kevin Groth -here; Trustee Mary Krieg - here; Trustee Tony Miller - here; Trustee Tracy Coughlin - here; Acting Mayor Krieg announced there is a quorum.
2005-06
Budget
The
2005-06 Budget was discussed, and accepted by the consensus of the Board.
The
consensus of the Board to allow Administrator Assistant Billie Louthan to be
sworn in as Deputy Clerk.
Motion
made by Trustee Coughlin and seconded by Trustee Baker recommend hiring a new lifeguard. All
Trustees voted aye, motion carried.
