CALL TO ORDER: The Freeburg Regular Board Meeting was called to order at 7:30 p.m., on Monday, 05/03/04, in the Freeburg Municipal Center by Mayor Allen Watters.

 

PLEDGE OF ALLEGIANCE: The Board members and those present recited the Pledge of Allegiance.

Storm Events:  Weather for the April 21, 2004 was discussed.  No action taken because there was none.

 

Memorials: The Oklahoma City and the National Memorial Institute received Pamphlets.

 

Personal Protective Equipment:  ESDA Kramer discussed Amature Radio Emergency Service Combining with operation of R.A.C.E.S. with A.R.E. S. St. Clair County. 

 

PUBLIC PARTICIPATION: Janet Baechle questioned why the Treasurers report is late.  The responses are because Treasurer Vogel runs accounting firm and this is his busy season.

Ms. Baechle would like names of the School surrounding the Village that has TIFS.

 

Ms. Sue Moritz questioned different procedures on the Village protocols.

 

REPORTS AND CORRESPONDENCES:  Motion made by Trustee Janssen and seconded by Trustee Gaby granting permission for the Old News Boys Day (non-profit organization) to call on private business for donations, on November 18, 2004 from 6:00 a.m. to 9:00 a.m.  Motion Carried. South State Street Water Line:  P.W. D. Dintelmann reported the materials for the South State Water Line project were in and will be starting it soon.

 

Multi-Utility AMR System:  Midwest Meter Inc. had the lowest bid. A.P.W.D. Tolan will contact Midwest for questions pertaining the meters, software and encoders.

PUBLIC PARTICIPATION: Ms. Baechle would like more names of the School surrounding the Village that has TIFS. She also inquired how a person could get on the Plan Commission or other appointed Boards.  The response was that the Village usually reappoints the people who are in the position.  Ms. Baechle inquired on why the vacant lot by Dambacher wasn’t used fort the intersection.  It was noted it was IDOT choice.

 

Mr. Ed Wilson expressed his thoughts on the Dambacher property issue.  He stated that he has lived next to the property in question and had no problems with Mr. Dambacher.

 

Mr. Rich Dambacher wanted to know what the problem was with him expanding and Ms. Moritz said she would discuss it at the Plan Commission Meeting, on June 8, 2004

 

Mr. Bob Evans felt the Plan Commission meeting was illegal and Attorney Greg Nold told him it wasn’t.

 

Mr. Paul Anderson felt that the Board should think about the TIF proposal reflecting the local businesses.

Bike Rodeo:  The Bike rodeo was held on Saturday April 17, 2004 and roughly 30 Kids attended.

 

The Fundraiser held at the Freeburg Bowling alley on April 24, 2004 for Sarah (K-9) was a great success.  They rose approximately $1,100.00


 

Motion made by Trustee Miller and seconded by Trustee Krieg to waive the formal bidding process for a new police auto.  Roll Call: Trustee Rita Baker – aye; Trustee Tom Gaby - aye; Trustee Mary Krieg - aye; Trustee Tony Miller - aye; Trustee Paul Janssen - aye; Trustee Tracy Coughlin - aye; Motion Carried. (6 ayes; 0 nay; 0 absent).

 

Motion made by Trustee Miller and seconded by Trustee Gaby purchase new police auto in the amount of $16,900.00 from Jack Schmitt Chevrolet.  Roll Call: Trustee Rita Baker – aye; Trustee Tom Gaby - aye; Trustee Mary Krieg - aye; Trustee Tony Miller - aye; Trustee Paul Janssen - aye; Trustee Tracy Coughlin - aye; Motion Carried. (6 ayes; 0 nay; 0 absent).

 

Trustee Miller thanked the Chief and Officers for hitting the trouble spots for speeder.  Maybe this will slow the vehicles down when traveling through town, which makes our streets safe for pedestrians.

TRUSTEE MARY KRIEG:  Trustee Krieg inquired if  IDOT was taking care of Mr. Video’s problem with the new highway issue.  Trustee Gaby informed her they have already taken care them.

TRUSTEE TONY MILLER: Thanked Mayor Watters on the article in the Freeburg News Democrat on the accuracy of the tax issues.
