CALL TO ORDER: The Freeburg Regular Board Meeting was called to order at 7:30 p.m., on Monday, 03/07/05, in the Freeburg Municipal Center by Mayor Allen Watters.

Paul Anderson:  Question on the bond with TIF.   The Ordinance will present later in meeting

 

Dave Stafford:  Felt the Zoning Committee is lacking enforcement with the Dambacher issue.  Trustee Krieg responded that the committee let the lawyer handle the problem.  If there are any illegal activities, the Village will be on top of the problem. Mr. Stafford was invited to attend the next Building, Annexation and Zoning Committee meeting to detail his charges.

 

Bernie Sauzek:  Mr. Sauzek questioned standing water near his home.  This will be taken to the Street Committee.

COMMITTEE MEETINGS

BUILDING, ANNEXATION, ZONING COMMITTEE

TRUSTEE MARY KREIG REPORTING

Held February 23, 2005 at 5:30 p.m.

 

Impact Fees:  The Impact Fees Ordinance was discussed; the Plan Commission had recommended a few changes. Since the committee could not come to consensus on the changes to ordinance the item has been tabled at this time.

 

Freeburg Elementary School: Dr. Hawkins retracted his request on the land to be annexed; it is not continuous to the Village of Freeburg.

 

Ellet Subdivision:  In regarding the Ellet proposed development of a 4 home subdivision, the County Board did not meet proper protocol in that the Village should be notified of theses meetings when Freeburg is involved in the approval process.

 

Derelict Trailer:  Todd Rubemeyer will be getting a court order to remove the derelict trailer.

POLICE COMMITTEE

TRUSTEE TONY MILLER REPORTING

Held February 20, 2005 at 4:30 p.m.

MADD:  Officer Marquardt will be receiving an award for the most DUI record and MADD donated a Portable Breathalyzer Test to the Freeburg Police department.  Sergeant Omelson, Officer Marquardt, and Investigator Burrows will be attending the MADD Banquet on May 14, 2005 at the Grace Lutheran Church in Swansea.

Opticon Equipment:  Chief Mel Woodruff requested that the Opticon Equipment be included into next years budget.

New Police Vehicle:  Chief Mel Woodruff requested another vehicle for the Police Department.

Police Officer:  A new police officer has been discussed but tabled until after the election.

ELECTRIC COMMITTEE

TRUSTEE TRACY COUGHLIN REPORTING

Held March 2, 2005 at 4:30 p.m.

Rt. 13/15:  Motion made by Trustee Coughlin and seconded by Trustee Janssen to pay JF Electric final pay for the South Portion Expansion at the amount of $35,463.92, including retainage. Street Lights:  Public Works Director Ron Dintelmann is working with IDOT and Illinois Excavators in the removal and installation of the decorative streetlights

Sidewalks:  Public Works Director Ron Dintelmann the cost of the construction for the sidewalk on the west side of North State Street between Philips and Mill Street will be approximately 4,500.00.

Motion made by Trustee Baker and seconded by Trustee Krieg to pay the pool wages by the Illinois Compensation law that now requires that workers under the age of 18 earn $6.00 an hour and workers over the age of 18 earn $6.50 and approve the 2005 Swimming Season Prices (see below).
