CALL TO ORDER: The Freeburg Regular Board Meeting was called to order at 7:30 p.m., on Monday, 03/01/04, in the Freeburg Municipal Center by Mayor Allen Watters.

Storm Events:  Tornado preparedness week of March 1, through March 6, 2004.  Communication test will be held between ESDA, Village, Schools and Police.  ESDA Kramer also discussed the tornado disaster weather of 2003.

 

Personal Protective Equipment:  ESDA Kramer discussed the three (3) phases of the distribution of the Personal Protective Equipment.  We should be receiving them soon. 

 

 

PUBLIC PARTICIPATION: Janet Baechle questioned the Trustees if they went out for bids on the Village CD’s.  Trustee Janssen responded that we always do.

 

REPORTS AND CORRESPONDENCES:  Motion made by Trustee Janssen and seconded by Trustee Gaby granted permission to conduct a residential crusade in Freeburg, IL during the month of April 2004 for the American Cancer Society. Motion Carried. (6 ayes; 0 nay; 0 absent).

 

Motion made by Trustee Baker and seconded by Trustee Krieg granted permission to allow the Freeburg Woman’s Club to use the Village Park on Saturday, April 3, 2004 from 8:30 a.m. to approximately 2:00 p.m. for their annual Easter Egg Hunt.  In case it rains it will be held on April 10th, 2004.  Motion Carried. St. Paul’s Church announced the plans for the 2004 Summer Concert Series are progressing very well. They will have the dates and entertainment at a later date.  No action taken.

 

Motion made by Trustee Coughlin and seconded by Trustee Janssen authorizing a Freeburg Municipal Pool Swim pass to be donated to the First Annual Dinner Auction “Spring Fling 2004” on Saturday, April 17, 2004. PARKS & RECREATION COMMITTEE MEETING

TRUSTEE RITA BAKER REPORTING

Held February 19, 2004 at 4:30 p.m.

 

Freeburg Municipal Swimming Pool:  2004 Pool Schedule – Opening Saturday, May 29, 2004 and closing Friday, August 20, 2004 at 5:00 p.m.  The committee scheduled a meeting for Tuesday, March 23, 2004 at 4:30 p.m. and walk with Public Works Director Dintelmann on Saturday, March 20, 2004 at 10:00 a. for items needed for repairing.

 

Swim Team:  The Committee has asked Mr. Mattern to finance the lifeguards attending practices.  The cost of the financing approximately is $784.00. He will be asking the parents about the money.  There was a discussion on the entrance gate for the East end of the Pool where the Swim Team could store their equipment.  This would be put in at the Swim Teams cost.

Held February 23, 2004 at 5:30 p.m.

 

Manors of Wood Edge:  Discussion was held on the drainage issues adjacent to a house Contractor Mike Dean is constructing at 101 Forest Edge.  This will be reviewed and provided a solution.

 

Hill Mine Road Crossing: Rhutasel and Associates presented a proposal on Hill Mine Road Crossing. Tabled

 

Lone Oak Trails:  Motion made by Trustee Janssen and seconded by Trustee Coughlin to accept Phase I infrastructure improvement in Timberwolf Estates and Lone Oak Trails subdivision pursuant to Section 154.47 of the Village Subdivision Code. Motion Carried. (6 ayes; 0 nay; 0 absent). Discussion:  Mr. Vollmer will provide a letter of credit for 10% of the infrastructure cost in the amount of $53,2716.50.  The subdivision accepts responsibility for the maintenance and repair of all land improvements for one year after the date of acceptance by the Village Board.

9-1-1 Referendum:  Motion made by Trustee Miller and seconded by Trustee to go on record supporting the Referendum.  Motion Carried. (6 ayes; 0 nay; 0 absent).  Discussion:  The Village will not have to set up their own system just a user fee as now with CENCOM.

 

New Auto:  The Chief is looking for a new auto.  The Contingency grant form we filled out is for the  purchase of a vehicle out of our budget.

 

K-9 Unit: Trustee Miller thanked Officer Watts for bringing the K-9 Unit to the Cub Scout Banquet.

Day Care Special Use Permit:  Discussion was held on the complaint against Julie Weber.  Zoning Administrator Pat Smoker suggested a special use permit; Attorney Nold is processing the paper work. Tabled

 

Mr. Devin Kaemmere’s Property: Mr. Kaemmerer discussed the items he will be addressing the Board of Appeals.  Attorney Nold will be putting the legal description together.  He (Mr. Kaemmerer was inquiring on what Mr. Dambacher is doing to his property behind him.   Mr. Dambacher has moved trees and dumped rock on the property.  Zoning Administrator Smoker will be checking into the matter in question.

 

ECONOMIC DEVELOPMENT/INDUSTRIAL PARK COMMITTEE

Pave Parking:  The Committee instructed Administrator Snider to send a letter to the pave parking code violators, reminding them they need to get their parking lots up to code.
