CALL TO ORDER: The Freeburg Regular Board Meeting was called to order at 7:30 p.m., on Monday, 01/03/05, in the Freeburg Municipal Center by Mayor Allen Watters.

 

PLEDGE OF ALLEGIANCE: The Board members and those present recited the Pledge of Allegiance.

MINUTES OF PREVIOUS MEETING: Motion made by Trustee Janssen and seconded by Trustee Coughlin approving the minutes on 12/20/04, correcting errors. All voted aye:  Motion Carried. (6 ayes; 0 nay; 0 absent).

TRUSTEE MARY KRIEG REPORTING

Held December 22, 2004 at 5:00 p.m.

 

South Monroe Property: The Village will work to resolve concerns regarding safety and nuisance.

 

Final Platt Filing Fee:  Motion made by Trustee Krieg and seconded by Trustee Gaby to have an ordinance drawn up to institute the impact fee of $1,000.00 per lot upon final Platt or survey for single family dwellings and for multifamily dwelling an impact of $750.00 per unit.   Motion Carried. (6 ayes; 0 nay; 0 absent).

 

Day Care Centers:  Attorney Nold has amended the ordinance for businesses in a business zone d area to include day Care Centers.

 

Farm Buildings:  Village already has an ordinance dealing with building permits so no additional action is required.

CALL TO ORDER: The Freeburg Regular Board Meeting was called to order at 7:30 p.m., on Monday, 01/17/05, in the Freeburg Municipal Center by Mayor Allen Watters.

January 12th and 13th, 2005 severe weather.

 

A farewell to a long-term member of ESDA will be retiring.  Mr. Bob Evans of 18 years will retire on January 20, 2005.  A new member for shelter manager is Village Clerk Lisa Grau.

 

A Solar Flare Explosion on the sun surface affecting radio communications.

The Handicap parking space will be changed back to ESDA in the Police Department parking lot.

Motion made by Trustee Coughlin and seconded by Trustee Miller grant the Freeburg Community Bible Church use of the Freeburg Village Park (by the post office) for various activities. Motion Carried. (5 ayes; 0 nay; 1 absent).

 

Motion made by Trustee Baker and seconded by Trustee Gaby to accept the proclamation - Green Communities of St. Clair County. Motion Carried. (5 ayes; 0 nay; 1 absent).

 

 

RECOMMENDATIONS OR ACTIONS OF BOARD & COMMISSIONS: Motion made by Trustee Coughlin and seconded by Trustee Janssen to accept annexation of property owned by Seth and Elaine Speiser’s with a zoning classification of agriculture. Motion Carried. (5 ayes; 0 nay; 1 absent).

 

CONTRACTS, RELEASES, AGREEMENTS & ANNEXATIONS: petition for annexation for Seth and Elaine Speiser’s – no action taken.

St. Clair County Grant:  A grant of $25,000 from St. Clair County was discussed on how to use it.  It was noted that it would take approximately $225,000.00 to make improvements to the swimming pool.

 

ELECTRIC COMMITTEE

TRUSTEE TRACY COUGHLIN REPORTING

Held January 12, 2005 at 4:30 p.m.

 

Tami Henning:  Expressed her displeasure in the matter of the two mature pine trees behind her property.  They were suppose to provide site and sound barriers.  Administrator Snider will be looking into the situation and will report back to the committee.

 

Cell Phones: Motion made by Trustee Coughlin and seconded by Trustee Gaby to approve the Nextel cell phone contract for the Freeburg Village Employees and the Freeburg Police Department.   Roll Call: Trustee Rita Baker - aye; Trustee Tom Gaby -aye; Trustee Mary Krieg - absent; Trustee Tony Miller - aye; Trustee Paul Janssen - aye; Trustee Tracy Coughlin - aye; Motion Carried. Power Failure:  A transformer was damaged due to wiring failure and a approximate cost for replacement and wiring is $7,000.00.

 

WATER & SEWER COMMITTEE

TRUSTEE TOM GABY REPORTING

Held December 15, 2004 at 4:30 p.m.

 

Joseph’s:  Ken Joseph and Chris Joseph are willing to annex to the Village if they can access to our water line off of SAVE road.  Larry Eckert is willing to provide the easement.   The Josephs will pay all cost of expenses involved.

 

Fire Hydrants: Chief Lee Smith addressed the committee on new fire hydrant for the new annexation areas. 

 

Chief Lee Smith also would like the Village to enter into an intergovernmental agreement whereby the Fire District will be playing an active role in determining the waterline sizes, location of fire hydrants, and review subdivision plats.  The Committee felt they should consider the agreement.

 

Speiser’s:  Motion made by Trustee Gaby and seconded by Trustee Miller to allow the Village to do the boring and provide one tap per lot, with Seth Speiser’s paying for the materials and meter.   Roll Call: Trustee Rita Baker - aye; Trustee Tom Gaby -aye; Trustee Mary Krieg - absent; Trustee Tony Miller - aye; Trustee Paul Janssen - aye; Trustee Tracy Coughlin - aye; Motion Carried.
