CALL TO ORDER: The Freeburg Regular Board Meeting was called to order at 7:30 p.m., on Monday, 12/06/04, in the Freeburg Municipal Center by Mayor Allen Watters.

SAVES Annexation:  SAVE is no longer under the reversionary provision of deed from the U.S. Government.  The Village will propose an annexation agreement.

 

Illinois American Water:  Meeting with American Water regarding their request to ICC for certificate.  Tabled

 

Dickerson Easement:  A discussion for proposed access easement, a counter proposal was sent to the Dickerson Family.

 

Electric Substation Land Acquisition:  The Village is setting up the closing date for land transactions.

TIF: 

Janet Bachle felt with Lowe’s and Wal-Mart building north of Freeburg, that this could be a major competition for Freeburg and the TIF is a major risk. 

 

Paul Anderson, Teri Veilweber,  Mark Zipel voiced their opinion about the TIF and the lack of support for the businesses.

 

Impact Fees:  Scott Weber inqured on the impact fees.

 

Missing Money:  Paul Anderson inquired on the missing money for the Village.  It was responded by Attorney Nold there is nothing else to respond at this time.

Hydrant Flushing:  Hydrant flushing will start November 29, 2004 and last for 2 weeks.

Woodsview:  A proposed solution to the direction of the drainage problem behind the subdivision was discussed.   Possible mine subsidence could be link to the problem.

Easements:  A letter from Attorney Nold explained the proposed Dickerson permanent easements.

 

Drainage:  Michelle and Michael Bailey voiced their concern on the storm water drainage.

 

Stop Lights:  Fire Chief Lee Smith would like to convert all stoplights to a radar system for emergency vehicles.

 

Art’s Corner:  The new construction on the corner could possibly effect the roadway direction.

 

POLICE COMMITTEE

TRUSTEE TONY MILLER REPORTING

Held December 12, 2004 at 4:30 p.m.

 

Gas Mask:  Dr Hamm will waive the cost of the Eye exam and the cost of the lenses will be $50.00 per officer, which will be coming out of the Clothing allowance.

 

Truancy and Curfew:  A proposed Truancy and Curfew ordinance would be drafted by Chief Woodruff.

 

Waste Management:  Chief Woodruff contacted the representative for Waste Management regarding the speeding of their drivers and starting too early.

 

 

WATER & SEWER COMMITTEE
