Swimming Pool: Discussion was held on the inspection of the Swimming Pool. The two (2) concerns were painting the 4-fot depth markers and the post of the qualifications for the lifeguard’s certifications.
The reason for the Pools closing early is lack of Lifeguards. The Village hires College and High School students.
The recommendations for the 2004 Pool Season are the Following. The changes for the Swimming Lesson registration forms and Employment Applications. Ms. Barb Borger reported she is the only individual certified for safety and would like the Freeburg Police Dept., Freeburg Fire Dept., and any other organizations that would be interested in the Safety Training information, contact the Village.
Village Park: St Paul’s United Church of Christ would be interested in having Music Concerts in the Park. The Board felt this is not a problem and will be checking on what accommodations are available. St. Paul’s will be getting a list of events together for the Village Board to review.

Mr. Paul Stone will be conducting the inspections when a St. Clair County
inspector is not available. The pay for Mr. Stone is $25.00 per footing.

Motorola Meeting: ESDA coordinator Gene Kramer discussed the Meeting with Motorola on the new technology and how to receive grants for them.
911: Coordinator Gene Kramer and 911 Coordinator Norm Forshee will be meeting on November 3, 2003 on the outage of 911 in September and how to rectify the problem.
Homeland Security Funds: A Conference was held on the Tracking Federal Homeland Security Funds. A survey was sent to 168-City-50 States on examining the new and challenging security issues and how it should be funded.

TRUSTEE MARY KRIEG: Trusted Krieg discussed the decision for the TIF District and how it could help the Village of Freeburg, and our Schools, Library, Fire, and Park District.
TRUSTEE TRACY COUGHLIN: Trustee Coughlin thanked the people in attendance for expressing their concerns and impressed upon them that no decision has been made on forming a TIF District. He stated that the Board is exploring all options under a TIF District and additional public meetings will be held to allow community members the opportunity to express their concerns and opinions. He also encouraged everyone to contact him and the other Board members to discuss the issue.
TRUSTEE TONY MILLER: Trustee Miller expressed his understanding of the concerns with the businesses and how it could hurt their revenue. He also felt that the Board has an obligation to see what is in the best interest of the Village.
