CALL TO ORDER: The Freeburg Regular Board Meeting was called to order at 7:30 p.m., on Tuesday, 07/06/04, in the Freeburg Municipal Center by Mayor Allen Watters.

PUBLIC PARTICIPATION: Mike Blaies inquired on the sewage backup in his basement and the damages to be paid. Trustee Gaby informed him to be at the next Water/Sewer Committee meeting.

Concerts: The Concerts in the Village Park was a success, with little problems.
Animal Control: Edward (Sparky the Dog Catcher) Wilson is doing a great job. Chief Woodruff felt that the cost of capture, hold and care is coming out of the Police Department funds, a fee should be issue to the owners of loose dogs. An Ordinance will be drawn up.
Officer John Cappello: Officer Cappello assisted the Marissa Police Department in persuading a wanted man giving himself up, with no one getting hurt.

Phil Sheets: Phil Sheets presented the plat for the new subdivision located on Jefferson Road. The ordinance requires roads to be completed before building permits are issued.
Re-zoning the properties:
Herschel Parrish will be putting a request in for re-zoning his property on Route 15/13.
The Weiss Trust is considering re-zoning its property on Route 15/13.
Uncle Gary’s BBQ: It has come to the Committee’s attention that Uncle Gary’s BBQ has violated the set back requirements of his non-permanent structure.

Home Line Security: The Office announced it opened its new “State of the Art” Homeland Security Operations Center of HSOC. HOSC is its ability to share threat information with the Governor, Homeland Security Advisor, law enforcement partners and critical infrastructure operators in all 50 states and more than 50 major urban areas. Freeburg ESDA received masks for distribution for our local Police Department and Fire Department. Possible other equipment from grants could be received for the possible threat of terrorism.
Bioterrorism: Regional Bioterrorism Table Top Exercise will be August 6, 2004 at 8 p.m. held at Memorial Hospital.
Earthquake: Earthquake preparedness Communication Exercise will be on July 25, 2004.
Weather: Possible severe weather could be Wednesday night in to Thursday.
PUBLIC PARTICIPATION: Paul Anderson inquired if the TIF was including residential property. The Board responded it’s not.
