FREEBURG REGULAR BOARD MEETING

Monday, December 15, 2003

7:30 p.m.

 

CALL TO ORDER:  Mayor Allen Watters called the Regular Board Meeting to order at 7:30 p.m., on Monday, December 15, 2003, in the Freeburg Municipal Center Board Room.

 

PLEDGE OF ALLEGIANCE:  Those present and Board Members recited the Pledge of Allegiance.

 

ROLL CALL:  The following Board Members were present:  Trustee Tony Miller – here; Trustee Tracy Coughlin – here; Trustee Paul Janssen – present; Trustee Tom Gaby – here; Trustee Rita Baker – here;  Trustee Mary Krieg – here; and Mayor Allen Watters – here.   Mayor Watters announced there is a quorum.

 

            Village Clerk Mary Grau was unable to attend the Board Meeting and Deputy Clerk Billie Louthan assumed the Clerk’s duties.

 

MINUTES OF THE PREVIOUS MEETING:  Trustee Rita Baker motioned to approve the minutes of December 1, 2003, as presented and Trustee Tom Gaby seconded the motion.  All voting aye, motion carried.

 

FINANCIAL REPORT:  For review only.

 

BALANCE SHEET:  For review only.

 

TREASURER’S REPORT:  Trustee Paul Janssen motioned to approve the Treasurer’s Report for November, 2003 and Trustee Tracy Coughlin seconded the motion.   All voting aye, motion carried.

 

ATTORNEY’S REPORT:  No action taken.

 

ESDA REPORT:  Mr. Gene Kramer, ESDA Coordinator, discussed the meeting with Mr. Norm Forshee, 9-1-1 Coordinator, concerning the 9-1-1 procedures, personal protection equipment, amateur radio support communicators, and winter weather preparedness.

 

PUBLIC PARTICIPATION:  Ms. Janet Baechle asked about the attorney’s report and a concern for Freeburg schools if the TIF District is done.  Individuals who attended the Board Meeting expressed other concerns.

RESOLUTION:

 

Resolution No. 03-23 – A Resolution Requesting State Action On Medical Insurance Rates – No. 03-23 -  Trustee Tony Miller motioned to adopt Resolution 03-23 by title only and Trustee Tracy Coughlin seconded the motion.  Roll Call:  Trustee Tony Miller – aye; Trustee Tracy Coughlin – aye; Trustee Mary Krieg – aye; Trustee Rita Baker – aye; Trustee Tom Gaby – aye; and, Trustee Paul Janssen – aye.  All voting aye, motion carried.  (6 ayes, 0 nays, 0 absent)

 

ORDINANCE:

 

Ordinance No. 1126 – An Ordinance Approving Membership In The Illinois Municipal League Risk Management Association And Authorizing The Execution Of An Intergovernmental Cooperation Contract – No. 1126 – Trustee Paul Janssen motioned to adopt Ordinance No. 1126 by title only and Trustee Rita Baker seconded the motion.  Roll Call:  Trustee Paul Janssen – aye; Trustee Rita Baker – aye; Trustee Tony Miller – aye; Trustee Tracy Coughlin – aye; Trustee Mary Krieg – aye; and, Trustee Tom Gaby – aye.  All voting aye, motion carried.  (6 ayes, 0 nays, 0 absent)

 

OLD BUSINESS:

 

            Mayor Allen Watters presented Mr. Gary Henning a plaque for 29 years of service as co-manager of the Freeburg Swimming Pool.  Mr. Henning thanked the Board members and staff for all the assistance he received from them during his employment.

COMMITTEE MEETING MINUTES:

 

Committee Meeting as a Whole:  Mayor Watters reported the Board Members met to discuss the TIF District for the Village of Freeburg on Monday, December 1, 2003, at 6:00 p.m.

 

Parks and Recreation Committee Meeting:  Trustee/Chairperson Rita Baker reported on the Parks and Recreation Committee Meeting held Tuesday, December 9, 2003, at 6:00 p.m.

 

            Trustee Baker advised the Board that St. Paul’s United Church of Christ is sponsoring concerts in the Village Park for June 6, 13, 20 and 27, 2004 (Sunday), 7:00 p.m. – 8:30 p.m.

 

            It has been suggested the swimming pool passes be raised.  A survey of surrounding communities is being done to review prices.

 

            The Committee recommended raising the swimming pool lesson fees to $45.00 in-town and $55.00 for out-of-town.  Trustee Rita Baker motioned to raise the swimming pool lesson fees to $45.00 in-town and $55.00 for out-of-town and Trustee Mary Krieg seconded the motion.  Roll Call:  Trustee/Chairperson Rita Baker – aye; Trustee Mary Krieg – aye; Trustee Tom Gaby – aye; Trustee Paul Janssen – aye; Trustee Tracy Coughlin – aye; and, Trustee Tony Miller.  All voting aye, motion carried.  (6 ayes, 0 nays, 0 absent)

 

            Applications for lifeguard and concession stand workers will be sent in December for those that worked at the swimming pool in 2003. 

 

            The Committee recommends that a co-manager will attend all swimming pool parties.

 

            It is recommended the Swim Team pay for the lifeguard that attends all swim team practices and meets.

 

Industrial Park/Economic Development Committee Meeting:  Trustee/Chairman Tom Gaby reported on the Industrial Park/Economic Development Committee Meeting held Wednesday, December 10, 2003, at 4:30 p.m. 

 

            The Village’s subscription to the St. Louis Journal has ended.  It was suggested we submit the ad about the Industrial Park to the Illinois Business Journal.

 

            Discussion was held regarding the TIF District and how it will affect the schools.

 

            Trustee Gaby reported that Mr. Koppeiss has been offered free ground to develop a business in Belleville, as well as a TIF for Mascoutah.

 

Building, Annexation & Zoning Committee Meeting:    Trustee/Chairman Mary Krieg reported on the Building, Annexation & Zoning Committee Meeting held Wednesday, December 10, 2003, at 5:30 p.m.

 

            The Village is working on the S.A.V.E. Site Annexation Agreement and Attorney Greg Nold is meeting the S.A.V.E. Site attorney to work out the details.

 

            It was reported Mrs. Lucille Recker signed the annexation papers.

 

            No one along West Apple Street has an interest in annexing.

 

            Residents along Old Freeburg Road have expressed an interest for water.

 

            Zoning Administrator Pat Smoker is working with Randy Whitaker about a housing development.

 

            Attorney Nold has presented the flood plain code for updating.

 

            Attorney Nold has submitted an application to Olack’s attorney and  we are waiting for completion of documentation.

VILLAGE PRESIDENT’S AND TRUSTEES’ COMMENTS:

 

Trustee Mary Krieg:  Nothing

Trustee Rita Baker:  Nothing

Trustee Tom Gaby:  Nothing

Trustee Paul Janssen:  Nothing

Trustee Tracy Coughlin:   Talked about participating in the grant locator web site.  No action taken.  Will discuss in the future.  Wished everyone a Merry Christmas.

Trustee Tony Miller:  Trustee Miller talked about the TIF District and how the Board’s first interest is the Freeburg Community.  Decisions made by the Freeburg Board for the community are always entered into for the best of Freeburg’s future.

Mayor Allen Watters:   Mayor Watters agreed the last seven months have been rough, but nothing in Freeburg is easy.  If the Village goes through with the TIF District, there would be a contract that the Village would not get bit on this project.

 

            Trustee Paul Janssen motioned to go into Executive Session to discuss potential litigation, personnel and property acquisition and Trustee Tom Gaby seconded the motion.  Trustee Paul Janssen withdrew his motion and Trustee Tom Gaby withdrew his second.

 

            Trustee Paul Janssen motioned to adjourn at 8:25 p.m. and Trustee Mary Krieg seconded the motion.  All voting aye, motion carried.
