CALL TO ORDER: The Freeburg Regular Board Meeting was called to order at 7:30 p.m., on Monday, 08/04/03, in the Freeburg Municipal Center by Mayor Allen Watters.

BUILDING, ANNEXATION AND ZONING COMMITTEE MEETING

TRUSTEE MARY KRIEG REPORTING

Held July 23, 2003 at 6:00 p.m. 

Old Freeburg Road Annexation:  Netemeyer engineering firm has estimated the cost to bring water to the residence of Old Freeburg Road of  $450,000.00.  Administrator Snider was asked to check where properties of single-family residence are located and determine what is to be done to get them annexed.  Trustee Janssen informed the Board of a possible Rural Development Grant to help get the residence annexed.  Tabled 

Inspection:  Mr. Greg Blomenkamp and Mr. Jim Coughlin have issues on the inconsistency of the inspection of concrete footings.  The Committee will bring this to Mr. Mike Mitchell’s attention. 

ELECTRIC COMMITTEE MEETING

TRUSTEE TRACY COUGHLIN REPORTING

Held July 30, 2003 at 4:30 p.m. 

BHMG:  Motion made by Trustee Coughlin and seconded by Trustee Janssen to enter into a contract with BHMG for the work on the system mapping not to exceed the amount of $35,000.00.   Roll Call: Trustee Rita Baker - aye; Trustee Tom Gaby - aye; Trustee Mary Krieg - aye; Trustee Tony Miller - aye; Trustee Paul Janssen - aye; Trustee Tracy Coughlin - aye; Motion Carried. IMEA:  Trans Electric Agreement for the north substation is still in limbo.   We will continue to wait on the study from Illinois Power for the interconnect. 

The Official at IMEA has agreed to extend Weigmann’s B4 Retention Rate for another year. 

Informational Meeting:  The Board has scheduled an Informational Meeting held at the High School Cafeteria for Thursday, August 21, 2003, at 7:00 p.m.  The Village will contact the Freeburg Tribune to run a ad regarding the issue for 2 weeks.

Street oiling:  Street Oiling is scheduled for August 25  & 26, 2003. 

Gateway Connection:  IDOT Representative, Administrator Snider, and P.W.D. Dintelmann met together on the Gateway Connection corridor on the north side of Freeburg.  The Village requested the road to be located on the southern most edge of the current corridor.  Tabled  

No Passing Zone:  Trustee Janssen requested a no passing zone on Main Street, between  State Street and Koesterer Street. 

No Parking Signs:  P.W.D.Dintelmann will be posting “No Parking from Here to Corner” Signs, per ordinance, for the north side of White Street between State Street and Alton Street.

MAYOR ALLEN WATTERS:  Legislation announced all Executive Sessions are to be recorded starting January 1, 2004. 

Complimented the Police Department and Publics Works Department for the hard work they did to make the Homecoming run smoothly. 

Homecoming was a success. 

TRUSTEE RITA BAKER: Complimented Al & Bonnie Watters on the Success of the Homecoming and Lisa Grau on the Parade. 

TRUSTEE TOM GABY:  Complimented Al & Bonnie Watters on the Success of the Homecoming and Lisa Grau on the Parade.

TRUSTEE TRACY COUGHLIN: Trustee Coughlin informed the Board on the graffiti and chipped concrete in the Village Park.  He (Coughlin) also stated that the parents need to supervise their kid’s activities at the Park. 

Discussion on the Trip to Chicago for the IML convention was held.  Train Trip cost and times, and maybe buying tee shirts, with Freeburg and Trustees name on it, for the trip. 

A letter from Treasurer Bryan Vogel on the Electric Rate Study was discussed.  

TRUSTEE TONY MILLER: Complimented the Police Department and Publics Works Department for the hard work they did to make the Homecoming run smoothly. 

Trustee Miller commented on the editorial in the Freeburg Tribune.  Even though he would like the Citizens of Freeburg to get involved with our community, they should get the facts straight before voicing their opinion.
