2001-05-07 Regular Board Actions

Approved the following actions:

· employee pay resolution authorizing a 6% pay increase.

· Ordinance 994 approving the pre-annexation agreement for the Lugge’s Landing.

· Ordinance 995 annexing property known as Lugge’s Landing.

· Ordinance 996 declaring the copier used by the Police department as surplus.

· Ordinance 997 amending sections of the zoning code further defining permitted uses.

· The extension of water lines to the property known as the Henderson addition.

Mayor Watters made committee appointments, see committee rosters.

Made the following appointments:

Planning Commission: Karla Thies, Bryan Vogel

Zoning Administrator: Patrick Smoker

Village Attorney: Greg Nold

Chief of Police: Mel Woodruff

Approved the extension of water lines to the property known as the Henderson addition.

2001-05-14 Regular Board Actions

Approved the following actions:

· Increasing Robert Jenkins & Don Gauch to 95% of their pay grade.

·         The Planning Commissions recommendations to change the zoning classifications for
                Southgate Drive from B-1 to MR-2
                West Washington Street from MH-1 to SR-1

· The bid from Hank’s Excavating & Landscaping for the industrial park infrastructure (water & sewer lines).

· Resolution 01-24 authorizing legal services for a Rural Business Enterprise Grant Application.

· Ordinance 998 adding 1,000 watt dusk-to-dawn security lighting.

· Ordinance 999 annexing property known as Savanna Oaks.

· The Engineering Plans and Final Plat for Savanna Oak’s First Addition. Also approved the agreement between Silver Bay LLC and the Village regarding subdivision improvements for Savanna Oaks.

· Authorized bids for two Warning Sirens.

2001-06-04 Regular Board Actions

Approved the following actions:

· The Planning Commissions recommendations to change the zoning classifications for:
Wuest Lane from MR-2 to B-2

· The low bidders for the Motor Fuel Tax program.

· Rejected an effort to vacate a portion of White Street.

· A stipend of $ 3,900 each for the Public Works Director and Office Manager for extra work performed during the period there was not a Village Administrator.

· Ordinance 1000 amending the times trash pick up is allowed in the Village. 6:00 a.m. until 8:00 p.m. Monday through Friday. 8:00 a.m. until 2:00 p.m. Saturdays. No pick up on Sundays.

Mayor Watters appointed James Snider as the Village Administrator.

2001/06/18 Regular Board Actions

Approved the following actions:

· Employing Rick Semonis to review the health insurance bids.

· Resolution 01-25 authorizing the Freeburg Park District use of Village streets for the Homecoming parade.

·         Ordinance 1001 amending water & sewer tap in rates to:

· Ordinance 1002 recognizing the Village’s right to change or amend employee benefits.

· Reduced the performance bond required for Manors of Woods Edge from $300,000 to $20,000.

· Authorized an increase in salary of $1,000 for Police Chief Mel Woodruff following completion of a 6 month probationary period.

· Accepted Trustee Mike Yurgec’s resignation from the Village Board.

2001/07/02 Regular Board Actions

Approved the following actions:

amending Ordinance 1001 to change the effective date to 14 days after publication in "The Freeburg Tribune" for individual property owners or individuals purchasing property under a valid and binding sales contract before July 19, 2001.

2001/07/16 Regular Board Actions

Approved the following actions:

· changing the Village’s health insurance to the United Health Care proposal with co-pays.

· increasing John Tolan’s pay by $1,000, with review on November 1^st of each year.

· employing Jennifer Louthan as an office temporary for the period of August 6^th to August 15^th.

· granting Evergreen Acres subdivision permission to close Pine Tree Lane for a block party September 15^th.

· passed Resolution 01-26 opposing Senate Bill 754 requiring notification to the State of Illinois for any local building code changes.

· passed Ordinance 1003 adding Main Street from Illinois State Route 13/15 to Koesterer Street to the Village.

· passed Ordinance 1004 adopting the prevailing wage rates.

· Mayor Al Watters appointment of Tracy Coughlin to complete the unexpired term of trustee created by Mike Yurgec’s resignation.

· employing JF Electric to read the Village utility meters at a cost of $ 0.70 per meter through December 2001.

2001/08/06 Regular Board Actions

Approved the following actions:

· authorized Tinoco, Inc. to update the Village’s computer system to accept external e-mail.

· St. Joseph’s use of North Alton street for their annual church picnic September 7^th and 8^th

· entering into an intergovernmental agreement with Freeburg Township to construct a salt dome.

· Ordinance 1005 – setting an internet policy for Village employees.

· payment for trees removed during the Kessler Street project, amounting to $2,500.

· accepted the bid for construction of the salt storage dome in the amount of $67,870.

· committing to selling lot #1 in the industrial park to Himstedt Roofing for $6,000 per acre.

· awarding a 2002 swimming pool pass to St. Joseph’s School for the Library Renaissance Program

· referred to the Planning Commission a recommendation to change back and side set back lines.

· authorizing BHMG to do a study of the power distribution system at a cost of $29,750.

· the purchase of three 75 KVA single phase regulators at a cost of $3,395 each.

2001/08/20 Regular Board Actions

Approved the following actions:

payment of $1,755 for moving expenses to Administrator Snider.
gave permission to the Freeburg Volunteer Fire Association to solicit donations at the intersection of Apple and State Streets on Friday, August 31^st.
accepted the bid from Barbeck Communication Group of $19,635 for installation of two early warning outdoor sirens.
posting a 30 m.p.h speed limit on Meadow Ridge.
allowing a retaining wall to be built along the Janssen’s property on Kessler Road at a cost of $6,200.
providing an apron to replace driveways entrances along the Old Fayetteville Road sidewalk project on the Mulkey property.
purchasing 20 ten foot concrete forms.
reimbursing Mr. Mike Massey for cleaning cost on his carpet, which was damaged by a sewer backup at a cost up to $200.

2001/09/04 Regular Board Actions

Approved the following actions:

leaving the Village Side Lot Line and Rear Lot Line setbacks as they presently are.
the preliminary plans and engineering plans of Jack’s Run Cove subdivision.
accept the Police Collective Bargaining Agreement with the acceptance of the Fair Share Clause.

2001/09/17 Regular Board Actions

Approved the following actions:

advertising the Industrial Park’s road package upon approval by the Illinois Department of Transportation. Bids due October 9^that 10:00 a.m. Packets available from Thouvenot, Wade & Moerchen, Inc.
purchasing a new leaf vacuum at a cost of $2,745
replacing the Chief of Police’s lap top computer at a cost not to exceed $2,000. The present lap top was damaged by a lightning strike.
waived the bidding requirements for a new police vehicle because the proposal for a new vehicle was lower than State Bid figures.
purchasing a new 2001 Ford Crown Victoria police cruiser from Reiss Ford at a cost of $19,000
purchasing a new Motorola Radio at a cost of $2,745 for the new police cruiser.

Approved the following actions:

providing flu vaccinations for all Village employees that wish to participate, and hold a community flu clinic on November 5^th.
an unpaid vacation for Barb Kaesberg the week of November 5^th.
Mayor Watter’s proclaimed the week of October 14^th as YWCA Week Without Violence.
Resolution 01-28 Illinois Department of Transportation permit.
Resolution 01-29 transferring $215,000 from the Electric Fund to the General Fund.
Resolution 01-30 transferring $15,000 from the Water Fund to the General Fund in a partial repayment of an outstanding inter-fund loan.
Ordinance 1006 amending Chapter 24, Article V of the Motor Vehicle Code placing weight limits on Countryside Lane.
Ordinance 1007 allowing rate credits from IMEA to be passed along to qualifying distressed businesses within the Village.
lifted the moratorium on the sale of lots in the Industrial Park.
Ordinance 1008 permitting the sale of Lot 8 in the Industrial Park.
Ordinance 1009 authorizing execution of pre-annexation agreements.
Ordinance 1010 authorizing execution of the Jouglard pre-annexation agreement.
Ordinance 1011 authorizing execution of the Johnson pre-annexation agreement.
Ordinance 1012 approving the contract between the Village of Freeburg and the Freeburg Police Department’s Benevolent Labor Committee.
Ordinance 1013 annexing the Valentine property to the Village of Freeburg.
hiring Pat Netemeyer to perform the engineering responsibilities at a cost of $1,000 to replace the water line on Cherry Tree Lane.
crediting Joe & Tracy Kessler $9 for sewer charges due to a water leak.
installing a back flow preventer for Jim Williams at 8 Lakeview Drive at a cost of $500.
reimbursing Steve Smith $408.42 for expenses related to a sewer backup.
expanding the police parking lot.
hiring Ehret Plumbing to install live wet taps at the Industrial Park at a cost of $3,142.50.

2001/10/15 Regular Board Actions

Approved the following actions:

payment to American Legal Publishing $1,095 for codification of the subdivision code.
establishing Halloween Trick-or-Treat times between 6:00 p.m. and 9:00 p.m. October 31^st.
the Freeburg Junior Woman’s Club the use of the Village Park and South Belleville Street for Halloween activities on October 31^st.
the bid from Mounds Construction Company for the Industrial Park road construction at a cost of $395,509.20
Resolution 01-31 granting a special electric rate to Hubbell – Wiegmann.
Resolution 01-32 borrowing funds form Citizens Community Bank for a period of 58 days.
Ordinance 1014 specifying the appropriation procedure.
entering the Joint Pole Attachment Agreement with the Illinois Municipal Electric Association at a cost of $1,000
installing a separate phone line for the Chief of Police for internet usage at a cost of $275, with a rate of $16.95 per month.
presenting Richard Sanders a $25 certificate to Valentine’s Restaurant for his past cooperation with the Village.

2001/11/05 Regular Board Actions

Approved the following actions:

Issuing a nuisance violation to Mr. Bill Borrenpohl for failure to complete clean up of debris in his trailer park on time.
The resignation of Police Officer Matt Dobler
Rejected an offer from Fabick for a warranty program on the new Caterpillar generators.
Installation of electric transmission lines into the Lugge property, contingent upon acceptance by Illinois Power of purchase of their existing lines.
Purchase of tools for the new bucket truck in the electric department.
Replacement of up to 95 feet of storm water sewer line.
Hiring Blomenkamp Excavating to excavate a line in the pool to allow a leak to be repaired.
Hiring a police officer to replace Officer Matt Dobler.
Annual pay raises for the following positions: Public Works Director, Assistant Public Works Director, Chief of Police, and Office Manager.
        Not issuing additional building permits in the Manor at Woods Edge subdivision until plans have been complied with.

2001/11/19 Regular Board Actions

Approved the following actions:

·    authorized Office Manager Louthan and Administrator Snider to attend the DP conference on December 10, 11, and 12^th.

·    supporting a tax assessment reduction for Hubbell – Wiegmann of $400,000 provided other taxing bodies do.

·     establishing the mileage reimbursement rate at the rate authorized by the IRS.

·     adjusting the annual pay of the Chief of Police.

·     the revision of the Star Cushion contract to allow sale of the property to Fleshren Development Corporation and then to Kevin Fraser.

·     Ordinance 1015 declaring certain personal property to be surplus (a vehicle) and authorizing the sale or disposition thereof.

·     appointment of Kent Ahlers as a full time probationary police officer.

2001/12/03 Regular Board Actions

Approved the following actions:

·     authorized payment of a Christmas gift of $75 to full-time employees and $25 to part-time employees (net of taxes).

·     Resolution 01-33 authorizing a 90 day promissory note with Citizens Community Bank in the amount of $80,000

·     Revising contracts for lot purchases in the Industrial Park for Star Cushion, Himstedt Roofing, and Midwest Industrial Sales.

·     Resolution 01-34 accepting infrastructure improvements to Savanna Oaks, first addition.

·     Releasing the performance bond required of Silver Bay LLC for Savanna Oaks.

·     Ordinance 1016, the annual Tax Levy Ordinance

·     sharing the cost of Police Officers with Freeburg Community High School for attendance at basketball games as requested by the school.

·     the Memorandum of Employment with Village Administrator Snider

·     replacing the Harryman’s water line.

2001/12/17 Regular Board Actions

Approved the following actions:

·        authorized C.J. Schlosser payment of $4,200 for auditing the year 2000 – 2001.

·        Ordinance 1017 – An Ordinance authorizing sale of Lot # 1 of Freeburg Industrial Park

·        advertising Swimming Pool positions for the 2002 season

·        payment of $139,770.45 to Mounds Construction for work completed on Commerce and Industrial Drives

·        approved Haier Plumbing & Heating’s proposal of $6,550 for the water line bypass in the Industrial park.
