Freeburg Board Actions - 2001

2001-05-07 Regular Board Actions

Approved the following actions: 

·         employee pay resolution authorizing a 6% pay increase.

·         Ordinance 994 approving the pre-annexation agreement for the Lugge’s Landing.

·         Ordinance 995 annexing property known as Lugge’s Landing.

·         Ordinance 996 declaring the copier used by the Police department as surplus.

·         Ordinance 997 amending sections of the zoning code further defining permitted uses.

·         The extension of water lines to the property known as the Henderson addition. 

Mayor Watters made committee appointments, see committee rosters.

Made the following appointments:

                Planning Commission: Karla Thies, Bryan Vogel

                Zoning Administrator: Patrick Smoker

                Village Attorney: Greg Nold

                Chief of Police: Mel Woodruff 

Approved the extension of water lines to the property known as the Henderson addition.


2001-05-14 Regular Board Actions

Approved the following actions: 

·         Increasing Robert Jenkins & Don Gauch to 95% of their pay grade.

·         The Planning Commissions recommendations to change the zoning classifications for
                Southgate Drive from B-1 to MR-2
                West Washington Street from MH-1 to SR-1

·         The bid from Hank’s Excavating & Landscaping for the industrial park infrastructure (water & sewer lines).

·         Resolution 01-24 authorizing legal services for a Rural Business Enterprise Grant Application.

·         Ordinance 998 adding 1,000 watt dusk-to-dawn security lighting.

·         Ordinance 999 annexing property known as Savanna Oaks.

·         The Engineering Plans and Final Plat for Savanna Oak’s First Addition.  Also approved the agreement between Silver Bay LLC and the Village regarding subdivision improvements for Savanna Oaks.

·         Authorized bids for two Warning Sirens.

2001-06-04 Regular Board Actions

Approved the following actions:

 

·         The Planning Commissions recommendations to change the zoning classifications for:
                Wuest Lane from MR-2 to B-2

·         The low bidders for the Motor Fuel Tax program.

·         Rejected an effort to vacate a portion of White Street.

·         A stipend of $ 3,900 each for the Public Works Director and Office Manager for extra work performed during the period there was not a Village Administrator.

·         Ordinance 1000 amending the times trash pick up is allowed in the Village.  6:00 a.m. until 8:00 p.m. Monday through Friday.  8:00 a.m. until 2:00 p.m. Saturdays.  No pick up on Sundays.

Mayor Watters appointed James Snider as the Village Administrator. 


2001/06/18 Regular Board Actions

 Approved the following actions: 

·         Employing Rick Semonis to review the health insurance bids.

·         Resolution 01-25 authorizing the Freeburg Park District use of Village streets for the Homecoming parade.

·         Ordinance 1001 amending water & sewer tap in rates to:
                In City Limits                        Outside City Limits
                Water                     $ 500                                       $ 1,000
                Sewer                     $ 750                                       $ 1,500

·         Ordinance 1002 recognizing the Village’s right to change or amend employee benefits.

·         Reduced the performance bond required for Manors of Woods Edge from $300,000 to $20,000.

·         Authorized an increase in salary of $1,000 for Police Chief Mel Woodruff following completion of a 6 month probationary period.

·         Accepted Trustee Mike Yurgec’s resignation from the Village Board.

Approved the following actions:

·        changing the Village’s health insurance to the United Health Care proposal with co-pays.

·        increasing John Tolan’s pay by $1,000, with review on November 1st of each year.

·        employing Jennifer Louthan as an office temporary for the period of August 6th to August 15th.

·        granting Evergreen Acres subdivision permission to close Pine Tree Lane for a block party September 15th.

·        passed Resolution 01-26 opposing Senate Bill 754 requiring notification to the State of Illinois for any local building code changes.

·        passed Ordinance 1003 adding Main Street from Illinois State Route 13/15 to Koesterer Street to the Village.

·        passed Ordinance 1004 adopting the prevailing wage rates.

·        Mayor Al Watters appointment of Tracy Coughlin to complete the unexpired term of trustee created by Mike Yurgec’s resignation.

·        employing JF Electric to read the Village utility meters at a cost of $ 0.70 per meter through December 2001.



2001/08/06 Regular Board Actions

 Approved the following actions: 

·        authorized Tinoco, Inc. to update the Village’s computer system to accept external e-mail.

·        St. Joseph’s use of North Alton street for their annual church picnic September 7th and 8th

·        entering into an intergovernmental agreement with Freeburg Township to construct a salt dome.

·        Ordinance 1005 – setting an internet policy for Village employees.

·        payment for trees removed during the Kessler Street project, amounting to $2,500.

·        accepted the bid for construction of the salt storage dome in the amount of $67,870.

·        committing to selling lot #1 in the industrial park to Himstedt Roofing for $6,000 per acre.

·        awarding a 2002 swimming pool pass to St. Joseph’s School for the Library Renaissance Program

·        referred to the Planning Commission a recommendation to change back and side set back lines.

·        authorizing BHMG to do a study of the power distribution system at a cost of $29,750.

·        the purchase of three 75 KVA single phase regulators at a cost of $3,395 each.
